Operational and Financial Assessment
This process is used to ascertain how well an organization is performing in comparison
to the industry (and/or comparable operations) and to identify those areas where the
level, quality, and delivery of service (and/or the efficiency, cost-effectiveness, and/or
safety of the operation) can be improved or enhanced. Benchmarks can also be provided (if
desired). The assessment typically encompasses one or more of the following areas:
- Organizational structure
- Key personnel
- Staffing (management, administrative, and operational)
- Strategic/business planning
- Products and services
- Pricing
- Training
- Management information/reporting systems
- Facilities
- Vehicles and equipment
- Financial performance
- Cost controls
- Marketing
- Business development
- Customer, community, and vendor/supplier relations
A report identifying the most significant findings (in order of importance) and our
recommendations will be provided upon completion of the process.
RFP Response Development
(Proposal and Presentation)
We provide a full range of proposal development services and support including:
- Assessment of the opportunity
- Development and implementation of a response strategy
- Development and production of the proposal document and all inserts, attachments, and
exhibits including
- Technical (and creative) writing and editing
- Design and layout
- Production
- Packaging (design and production of all packaging elements)
- Collating and assembly
- Final quality assurance check/inspection
Full coordination/management (planning, scheduling, and monitoring) of all aspects of
the process
The overall objective of this process is to develop a clear, concise, easily readable,
fully understandable, and completely responsive proposal in order to secure a lease, use,
or operating agreement with an airport owner/operator in a desired market.
Minimum Standards
By definition, minimum standards are the "qualifications that may be established
by an airport owner/operator as the minimum requirements to be met as a condition for the
right to conduct an aeronautical activity on the airport". The purpose of minimum
standards is "to provide a fair and reasonable opportunity, without unlawful
discrimination, to all applicants to qualify, or otherwise compete, to occupy available
airport land and/or improvements and engage in authorized aeronautical activities at an
airport". In essence, by establishing minimum entry-level requirements (or
thresholds), minimum standards level the playing field.
Rules and Regulations
Rules and regulations are established "to facilitate the safe, orderly, and
efficient use of the airport". The purpose of rules and regulations are "to
ensure that airport tenants and customers operate in a safe and orderly fashion and to
restrict (or prevent) any activity which would interfere with the safe and orderly use of
the airport".
RFP Development and Response
(Proposal) Evaluation
We provide a full range of RFP development and response evaluation services including:
- Assessing the opportunity
- Developing and implementing a solicitation strategy
- Developing the RFP document and all attachments including technical (and creative)

readable and understood RFP document that will attract (and ultimately secure a lease,
use, or operating agreement with) an experienced and qualified operator.
Litigation Support and Expert Testimony
We provide a full range of litigation support services and expert testimony in all
areas involving the development, operation, management, marketing, valuation, sale, and
acquisition of FBOs, specialized aviation businesses, and general aviation airports.
Lease, Use, and Operating Agreements
We provide a full range of services to facilitate the development/negotiation of lease,
use, and/or operating agreements. Our expertise encompasses the following areas:
- Use of the leased premises aviation (mandatory, optional, and additional),
non-aviation, restrictions, and subletting
- Lease term capital investment, base term, options, renewals, and reversion of
improvements
- Rates and charges establishing and setting, or adjusting and escalating
- Responsibilities and obligations of both parties
- Leasehold development guidelines/standards and process
- All other terms and conditions typically found in aviation/airport lease, use, and/or
operating agreements
